When faced with overcapacity, cutting price isn't the way to solve the issue unless losing business due to overpricing is the actual reason for the overcapacity. Otherwise you will end up taking on work you'll later regret and/or conditioning new customers to below-market price levels.
Instead, address the actual reason for the overcapacity.
