"up to" is your friend when it comes to fixed pricing, especially for services charged on an availability versus usage basis. The monthly charge covers "up to" 6 requests. The regulatory review covers "up to" 3 documents. Otherwise the customer has a valid point in requesting a price adjustment if only 4 requests are made.ams 1 document is reviewed.
