Focus on value+ not effort, format, "apples to apples", or compliance to an RFP. Craft the RFP to your objective, don't repurpose what you, your consultant, or your new hire used last time. Respect other's time and expertise, and you'll be rewarded with better outcomes...as long as that's your actual focus.
